The European Language Portfolio for Adults Learners, ELP

The European Language Portfolio is a document of the Council of Europe and has been developed jointly by ALTE (Association of Language Testers in Europe) and EAQUALS (The European Association for Quality Language Services) for adult learners. The European Language Portfolio project has two main aims: to motivate learners by acknowledging their efforts to extend and diversify their language skills at all levels and to provide a record of the linguistic and cultural skills they have acquired.
The standards are based on the recommendations of the Council of Europe and are
defined by the Common European Framework of Reference for Languages.
It consists of three parts – a Passport, a Language Biography and a Dossier and represents a profile which enables users to monitor their own progress, evident data about the languages they speak, record achieved levels and compare language skills in different languages.

The Portfolio is of a great interest to educational institutions which can use it
for monitoring educational programmes, motivating and assessing the knowledge
of users, or to experts that deal with human resources in companies, state and
public institutions and employment offices. The Portfolio is a document which
gives employers an insight into the language competence of the person they wish
to employ and it also defines language skills needed for a specific position.

Level A1

I can give personal information, write sentences about myself, fill in a questionnaire with my personal details, say when I don’t understand, introduce somebody and use basic greetings and leave-taking expressions. I can handle numbers, quantities, cost and time. I can understand words and phrases on signs encountered in everyday life and understand most important orders in a computer programme.

Level A2

I can describe myself, my hobbies and interests, my family and other people, where I live and give short basic descriptions of events. I can understand short narratives and advertisements in newspapers, make simple transactions in shops, post offices and banks, order something to drink or eat, make and answer calls. I can write short, simple notes and messages and describe events in simple sentences.

Level B1

I can narrate a story, give detailed accounts of
experiences, describing feelings and reactions, explain and give reasons for my
plans, intentions and actions. I can express myself reasonably accurately in
familiar, predictable situations. I can understand the main points in short
newspaper articles, simple messages and standard letters. I can start, maintain
and close a simple face-to-face conversation and write simple texts on topics
within my field of interest.

Level B2

I can give clear, detailed descriptions on a wide range of subjects related to my fields of interest, and explain a viewpoint on a topical issue giving the advantages and disadvantages of various options. I can pass on detailed information reliably and communicate with reasonable accuracy. I can understand in detail texts within my field of interest and
write clear, detailed texts on various topics related to my field of interest.

Level C1

I can give clear, detailed descriptions of complex subjects and relate own contribution skilfully to those of other speakers. I can express myself fluently and spontaneously, almost effortlessly and keep up with animated conversations between native speakers. I can maintain a high degree of grammatical accurately; errors are rare and difficult to spot. I can
understand fairly long demanding texts and summarize them orally and I can express myself in writing on a wide range of general or professional topics.

Level C2

I can express myself naturally and effortlessly and have a good command of idiomatic expressions and colloquialisms. I can recognize plays on words, irony and satire, understand texts written in a very colloquial style and containing many idiomatic expressions and slang. I can understand manuals, regulations, contracts and contemporary and classical literary texts. I can write well-structured reports and articles on complex topics.
